The Telecom Engineering Manager (GIS / OSP Focus) is responsible for managing telecom engineering scope with a strong emphasis on GIS-driven design, Outside Plant (OSP) delivery, and as-built governance. This role provides leadership across internal engineering teams and external design vendors, ensuring engineering quality, schedule adherence, and accurate system-of-record data through the full lifecycle of telecom network deployments. This position serves as a key interface between Engineering, Construction, Project Management, and GIS teams to ensure designs are buildable, standards-compliant, and accurately reflected in enterprise GIS platforms.

Primary Position Duties:

Engineering & Delivery Leadership

  • Own and manage engineering scope for telecom network deployments, including FTTx, OSP, and ISP designs.
  • Accountable for engineering quality, schedule, and deliverables across assigned programs and markets.
  • Provide day-to-day leadership to internal engineers and oversee external engineering vendors and consulting firms.

Design Governance & Standards

  • Establish, maintain, and enforce engineering and design standards.
  • Review and approve design packages, redlines, and as-built documentation.
  • Ensure constructability and alignment with construction sequencing and field conditions.

GIS & Data Integrity

  • Serve as an engineering leader for GIS platforms including (but not limited to) Render Networks, ArcGIS, 3-GIS, Vetro, CrescentLink, or similar systems.
  • Ensure GIS is maintained as the system of record for network design and as-built data.
  • Oversee data accuracy, version control, and as-built ingestion processes.

Cross-Functional Coordination

  • Coordinate closely with Construction, Program Management, Permitting, and Operations teams.
  • Support resolution of field design issues, changes, and deviations.
  • Provide timely engineering support to keep construction and deployment efforts on track.

Vendor & Partner Management

  • Manage relationships with engineering vendors and design firms.
  • Define scope, expectations, and performance metrics for outsourced engineering work.
  • Review vendor deliverables for completeness, compliance, and quality.

Position Requirements:

  • Proven background working with GIS-based design and as-built systems.
  • Solid understanding of telecom design standards, permitting considerations, and construction coordination.

Preferred Qualifications

  • Prior experience in large-scale fiber deployment programs.
  • Hands-on familiarity with multiple telecom GIS tools across the design-to-as-built lifecycle.
  • Experience working in fast-paced, highly cross-functional environments.
  • Strong communication and stakeholder management skills.

Education or Skills:

  • Bachelor’s degree in GIS, Geospatial Sciences, Engineering, or a related field, or equivalent practical experience managing telecom engineering and GIS-driven design environments.
  • Strong experience in telecom engineering, with emphasis on OSP / FTTx networks.
  • Experience managing engineering teams and/or external engineering vendors.
